Shaanxi TongChuan Alum. Industry Co. Ltd. (Hereinafter referred to as the “Company”) is originally Tongchuan City Aluminum Plant, which was approved by Shaanxi Provincial Planning Committee in 1966, and was constructed and put into production in November 1969, thus formed an annual productive ability capacity of 5000 tons of electrolytic aluminum, and successively constructed electrical aluminum wire production line, continuous casting-rolling line, and filling the gap of aluminum industry in Shaanxi Province; In 1983, through depending itself and hard working, the Company walked onto a road of capable operation, rolling development and scale operation. Through developing? lateral economic ties across provinces, and adopting compensation trade, the Company introduced RMB 0.11 billion Yuan of construction capital from Shanghai, Beijing, Guangzhou, Qinghai, etc. and from inside the Shaanxi Province, and constructed two lines of electrolytic aluminum production lines with an annual production of 15 thousand tons in two stages, for producing aluminum electrical pole, bare aluminum stranded conductor （16mm2-300mm2）, alloy rods, aluminum profile, and carbon products. Its products are developed into seven types and more than ten specifications and types. Amount and quality of production are elevated together with the improvement of profit.

In 1995, through restructuring and assets reorganization, the Company is changed from a plant to a company, and Tongchuan Xinguang Aluminum Industrial Co., Ltd. was established, the enterprise made an important step for establishing modern enterprise system. By using the RMB 125 million Yuan of capital financed through transferring property rights, the Company started aluminum, power and coal joint production project. 15 thousand tons of electrolytic aluminium production was reformed and expanded, and 5000 tons of product after that were successively constructed and put into production. 2×25MW self-prepared power plant is constructed and ready for power generation. The Company’s production scale reached 60 thousand tons. Further processing ability was further elevated. Economic strength and market competitiveness were further strengthened. The Company became the only state-owned large-sized Non-ferrous mental industrial enterprise integrating aluminum smelting, various kinds of products, further processing, aluminum and power joint production.

In 2001, According to the decision of the People’s Government of Shaanxi Province, the Company re-organized its capital again, and constructed Shaanxi Tongchuan Xinguang Aluminum Industrial Co., Ltd, which became a member unit of Shaanxi Non-Ferrous Metal Holding Group Ltd.

In order to adapt to the requirement of state industrial policy and environmental protection policy, the Company financed capital by itself from 2002 to 2005, adopted 100KA pre-baked cell technology, and renovated 406 sets of old series self-baking cell. After the renovation, environmental quality, labour intensity and economic and technical indexes were significantly improved. Production ability of electrolytic aluminum reached 80 thousand tons, and the old plant was renewed. In April 2004, under the support of Provincial and Municipal Government, Shaanxi Non-Ferrous Metal Holding Group Ltd., and Aluminum Corp. of China, 240KA large pre-baked cell technology was adopted, 160 thousand of electrolytic aluminum project was constructed in stages (The Fourth Batch of Treasury Bond Projects). The first stage of the project-80 thousand tons project was commenced for construction since August 2004, and was put into production in December 2005. In May 2006, 120 sets of electrolytic cells were all smoothly put into steady production. Daily producing more than 210 tons of electrolytic aluminum, the Company keeps improving various economic and technological indexes. The continued construction of 80 tons of electrolytic aluminum project was commenced for construction on November 16, 2006, which has come to its construction climax by now. Through technological renovation, the Company can produce 250 tons of electrolytic aluminum, realize more than RMB 4 billion Yuan of sales income in a year, yearly total tax of interest reaches RMB 0.3~0.5 billion Yuan.

“Make aluminum industry a big industry, make power supply a strong supply, and stretch industry chain”. This is the target that the Company strives for unremittingly. During the eleventh five-year plan, the Company will strengthen aluminum smelting, with aluminum and power joint production as the link, while continued to expanding the scale of electrolytic aluminum production, work hard to expand associated industries of aluminum and the field of deep processing, struggling for building Tongchuan Aluminum Industry into the base of aluminum industry of Shaanxi Province.
